Nations must qualify for the finals, meaning that between the two annual events, teams are drawn into groups to play qualifying matches during the upcoming international breaks.
Ivory Coast are the defending champions of the event, having won on home soil earlier this year in the postponed 2023 event. As Morocco are hosting the next tournament, they are automatically qualified, but will still enter the qualifying tournament as a non-competitive entrant, meaning their positioning is ignored for qualification purposes.
