How the Council works

To start passing laws, you must first unlock the council. This happens during Chapter 1 after building the council chamber in the central district of your cityThis building is the center of political and legislative power in your colony.

How to pass laws

To propose a law, follow these steps:
- Select the hammer icon located in the lower left corner of the screen. This brings up the bill proposal interface.
- Choose a category of law (Survival, City, Society or Rule).
- Choose a specific law of this category that you wish to implement.
- Propose the law by clicking on “Propose”, the law is then sent to the Council for a vote.
To successfully pass a law, you need a simple majority of the Council, which means you need at least 51 votes for.
After each vote, the Council records a 10 weeks of vacationduring which you cannot propose new laws. During this period, you will need to focus on preparing future proposals.

How to negotiate votes

Passing laws in Frostpunk 2 is not just about proposing them. The Council is made up of several factions, and each has its own opinion on what laws should be passed. Some factions will naturally support your proposed law, while others will oppose it.
If you are short of the required 51 votes, you can negotiate with different factions to ensure their support:
- Click on “Negotiate” instead of going straight to the vote.
- Select a faction to negotiate. The game shows which factions are open to changing their position and which are categorically opposed to it.
- Respond to their requests in exchange for their votes. This may include researching certain ideas, passing other laws they support, or building or destroying specific structures.
Failing to keep promises you make to a faction can seriously damage your relationship with them, leading to long-term governance problems.

More workers means more productivity, and as your city grows, this law ensures that you can sustain your expansion efforts without running into a labor shortage.
