This NPC is located in Second Sea and Third Sea. Reaching these locations requires a lot of XP, so we suggest you grab the Blox Fruits codes first and grind those levels.
In the Second Sea, the NPC is located in the laboratory within the cold zone, where players must enter the color code Red, Blue, Green, Blue (1, 3, 2, 3 taps) to open a secret doorway with a tall ladder. After climbing up, the NPC can be found between eight tubes, but players must unequip all items before entering the code. In the Third Sea, the Mysterious Scientist appears in Castle on the Sea, just left of the Set Home Point.
