The Magpies boss has confirmed transfer talks took place between the two clubs last month but is adamant Gordon has not been attracted by the prospect of a move to Anfield.
Newcastle have been forced to explore selling players to comply with Premier League profitability and sustainability regulations ahead of the June 30 deadline.
Liverpool are understood to have rejected a bid from the Tyneside outfit that would have seen young defender Jarell Quansah head in the opposite direction as part of a deal for Gordon.
The 23-year-old, who came through the youth ranks at Everton before joining Newcastle, is a lifelong Liverpool fan and spent time in the Reds’ academy as a youngster.
This has inevitably led to speculation that Gordon may have been tempted by the chance to fulfil his dream of playing for the Merseyside giants.
The Premier League star remains a transfer target for Liverpool after his stellar performances last season, where he found the back of the net 11 times and provided 10 assists in the Premier League.
However, Newcastle boss Howe has made it abundantly clear he has no intention of letting Gordon slip through his fingers, insisting the player remains an integral part of the club’s plans.

The Newcastle manager also stressed that the club fought tooth and nail to retain their prized asset. While Gordon is enjoying a well-earned break from international duty, Howe is confident the player will return to St James’ Park with his mind firmly focused on the task ahead.
Howe said: “I would welcome Anthony with three arms if he had them. He’s an integral part of what we’re doing.
“We haven’t had any conversations over the summer that have been contentious or negative. He’s always been the Anthony Gordon who has given absolutely everything for Newcastle and I want to make that clear to all our supporters.”
“Anthony needs some rest, but when he comes back he’ll be ready to play. He’s a very important player for us. We didn’t want to lose anyone.”
“Why would we want to lose our best players? We fought hard to make the right decisions, but in those last few weeks it was very, very difficult.”
